I've got that same INGS lip for my '08, not yet installed. I bought it used from a craigslist seller, and the paint is flaking off. That's OK, because it's the wrong silver for my car, and it appears to have not been prepped in any way before painting.
So my questions is: Is it possible to paint this thing off the car? It's so flexible that I'm afraid even with proper prep the new paint will crack off while the lip is being handled during installation.

You can certainly paint it off the car and install it later. As long as they added a flex agent to the paint, you should have no problem installing it, and it shouldn't damage the paint. The only problem you will encounter is that painting it off the car means you will be unable to match the paint properly, it may not be super noticeable, but it's next to impossible to properly match a 10+ year old paint job without having the car. There is blending and shading involved in most paint matching. You can do it either way, but I recommend them having the car to properly match the paint and give you the best result.
