I have 7 years experience, have down Cisco's Academy classes but didn't follow up and get the actual CCNA cert. I am making $36,000 at my current job and just started the end of February & I already have gotten 2 raises. Experience is key and being able to prove your knowledge once you get hired is better. Certs will help if you have no experience or if they are looking at someone else with your same experience.
I plan on getting the certs now that my new job will pay for everything...just have to make time and brush up on the specifics for the current tests...
