23 Feb 2012: CIN Motorsports got back to me. They'll be providing me the EV12A ROM at no charge! Shout out to CIN for hooking me up! Best shop for G's and Z's in the Carolinas.

Success!!!
I'm pleased to report that my cruise works after getting the EV12 Rom on my ECU. Drove 100 miles up to get the change and and 100 miles back with no problem using the cruise... My right foot was very thankful

Looking at the FSM I believe getting the lights working may involve a bit more then i first thought.
My 1st instincts tells me the gauge cluster's processor isn't programmed to recognize the cruise on/off data messages.
But now i'm looking at it, the "Unified Meter and A/C Amp" maybe another part that could require replacement as it is what tells the gauge cluster what to indicate.
I'm going to take the risk and pickup a used touring model gauge cluster (already has LEDs for CC) and hope that it works. If it doesn't then i'll have an extra cluster to replace all the LEDs with BLUE units.
