Same thing just happened to a PC I was working on for someone. Turned out the power supply couldn't handle all the hardware in the PC. If you have another PS laying around somewhere put that in and see if it fixes it. If it doesn't PM me and i'll see if I can help you out.

check the power supply. i've had this issue before in the past when either the power supply was going out or was not big enough.

lol @ all the bad this/that comments...

re-seating connections/components and ensuring all cables are properly connected is the first thing on the list of things to do....

+1 on getting a can of air, and blowing out the dust out of the computer and power supply. I spent a good 15 mins yesterday cleaning mine out. I try to do it once every six months.
When I had my computer shop, we would have people that would come in with computer units fried from catching on fire. Dust + electricity = Fail

or too much can cause an overheat problem too.

Rather than transferring the heat to the heatsync, it just traps it ontop of the processor

...obviously not what you're looking for.

I agree with making sure everything is seated well. Perhaps take out a memory chip or two or swap some in/out.

Power supply might be the issue too. Its strange that you dont even get to the bios.
