I have Time Warner Cable, and their "Turbo" Roadrunner internet package which is 15MB download and like 2MB upload speeds. When I start to download movies, the speed will be normal like 1Mb-1.5Mb/sec, but then just dips to 256kb/sec after 4 minutes of downloading. Then it will rise to about 400 kb/sec, and it's really frustrating. I have the same internet in my apartment in LA and I consistently get 1MB/sec downloads. Anyone have an idea as to what the problem is?
If you aren't familiar with that, do a regular internet speed test. See if you're getting what you paid for. If you're using Torrents, IRC Networks, or FTPs to download these movies, I really wouldn't expect to use all my bandwidth.
ISPs can be dickheads sometimes... I remember I was paying for a 3MB line @ my house and I noticed that my modem was only configured for 1.5MB. THEY set this up and THEY are able to change it on their side. R I P O F F!

fyi, the whole "Turbo" package usually limits those very high download speeds to the first 30 seconds of a download, when it then throttles your bandwidth down. Remember you are also sharing a line with your neighbors, who may be using quite a bit of that shared bandwidth at differing times.
You can also do a traceroute to see if you're getting any dropped packets somewhere.
