Actually looking at your picture it's should be there because those screws hold the bracket that hold the OBD port.

EDIT
Get a Philips screw driver and it's pretty straight forward to removing that side panel.

Cause iirc a scew hold it in at one point

Also what are you trying to do again
asiclly my insurance company gave me this thing to plug into my car so they ould monitor my driving. and give me discounts
