Default From bumper clips not holding bumper tight.

Bought used so dont know if anything is missing. The oem clips are not big enough to hold the bumper tight. Previous owner put big plastic screws in place of the oem clips. The metal bracket just has the big empty holes. Are there grommets that go in them to hold the clips tight? I didnt see any on bumper parts diagram, only the clips which are way too small for those big holes.

Same clips I have. Do you you know if there is a grommet the clip goes into or just the hole in the metal. Dont see any grommet for that area on courtesyparts.

You mean the far outside corners, in the wheel well areas? That's the only metal area the bumper attaches to. Those holes should be square. there are plastic inserts that pop into the holes, then screws go through the bumper and into the plastic inserts. These are for a Scion, but they look similar to these:

here are two different sizes of those plastic rivets, perhaps you have the wrong ones? Post a few pics.

Now I see. It looks like I'm missing the upper retainers. What holds those in?

This is what it should look like (you're missing the metal brackets. and the plastic inserts on the two innermost holes):
