The only time suppressors are used for killing people is in the movies. Doesn't happen in real life. Just like california trying to ban all .50BMG rifles although there has never been one crime ever committed in the entire US w/ a .50BMG rifle.
Overreaction.
Because the law makes it very difficult to purchase a suppressor. It requires a form 4 to be filed w/ the BATF along w/ a $200 fee for the 'tax stamp'. Yes that's how they regulate suppressors, by requiring them to fall under a unique tax stamp. So after you send in your paperwork and money, 6-12 weeks go by before you hear whether or not you have approval. After you get the stamp you are then able to purchase or manufacture a suppressor. If you make your own, you must submit your design w/ your Form 4.
In addition to jumping thru these hoops, some ranges will not allow suppressed rifles or pistols to be operated on premises.
Some states have even moved to ban suppressors although no crime has ever been committed w/ one.
Like I said, ignorance = overreaction.
Show me 1 (one) example of a .50BMG used in a crime anywhere in the US. More people have been killed/injured by a garden hose.

What is the legitimate use for a suppressor? When would you use one?

Hunting (varmit, deer, squirrel, rabbit, etc.)
Target shooting
Noise suppression so not to anger neighbors/scare animal (rural settings)
Pest control (used by police depts and wildlife control)
In addition some of us actually like to retain our hearing.
