I am looking to register/buy a handgun in Fla; What permits/hoops do I need to jump through to be able to buy and carry(on my person or in my vehicle) a handgun ? I know you have to goto a screening and whatnot but where do you go to get everything started/take the classes etc?

Assuming you're 21 you should be able to walk into a gun store, purchase and walk out with a rifle or hand gun within a few minutes. Florida laws are similar to the laws in Kentucky regarding firearms I believe.
As far as buying a handgun, it's as easy as Ky Z said. Now if you're looking to get your Concealed Firearm License, you can probably do a google search for local classes. The worst thing about the application is the wait time. When I got my Florida CFL it took near 4 months. However, I just got my Colorado CHP and it only took about 3 weeks.
in the states do u guys need a licence to own a firearm? here in new zealand to own guns u get vetted by the police
no you don't need a license to own a firearm, but you do need a license if you're walking in public and conceal carrying it. in one of our states (new mexico and some other states), you're allowed to open carry it.
when you're purchasing a firearm from a dealer, you'll need to do a FBI background check.

Go to FFL. Pay for handgun. Fill out paperwork, get fingerprinted, get background check ran. Wait 10 days before you can pick it. Show up get handgun. Register handgun so when they outlaw them they can come try to take it. Wait 30 days before you can register another handgun.
Permit to carry? Good luck in Nazifornia.
The whole can only register one every 30 days thing cracks me up. What does it matter if I buy 12 at once or one a month for a year? I still end up with 12.
Oh and all this only applies to new weapons. If you had a collection of 50 and I wanted to buy them all. WE just go down to a FFL pay the xfr fees and I can have them all today.

When you buy a firearm in the states it's just a simple call to the FBI to make sure that you can legally own the gun. The whole process usually takes 10-20 minutes. Some people may get delayed a few days and then they can pick the gun up.
Not all states require a license to carry. Most require a license for concealed carry, but many require no license at all to carry a loaded firearm openly in a holster.
In reference to your last question, why the hell would you carry an UNloaded handgun?

This is why I'm thankful that I don't live in the Republic of Kalifornistan.
If you're just buying a firearm, there is nothing you need to do in the state of Florida. The dealer will take care of all the necessary paper work and background checks...etc. All you'd have to do is show up to the store and make the purchase. There is a waiting period, and assuming you meet all the necessary requirements, once that period is up you can pick up your firearm. If you want to conceal carry, you'll need to take a firearms safety course and apply for your CCW permit upon completion of the course. The background check is more strict and the paperwork is more extensive, but it's not anything that is a pain to go through.
Just out of curiosity, do you think registering a handgun is a bad thing?
Yes because if I buy 1 from a friend I do not have to here in south dakota. Also I can carry a loaded pistol in my car as long as some part of it is exposed. The ccw part is 10 bucks and have trhe cops check you out. But with 1 of these I do not have to go through the regular federal check out if I buy a gun fron a store . Most every rancher has a loaded gun in his truck.

OK, there is a lot of misleading info in this thread. People posting their local firearm laws can get you in A LOT of trouble if they differ from yours. There are different laws for different areas in FL depending where you are. My suggestion is to join or go to some of our state forums like flaguns.com or floridashootersnetwork.com and read around there. Just about any question you can think about has been answered on those two sites and has the FL state statutes posted for you to read.

So using firearm registrations to match ballistics in a armed crime is a bad thing? Tons of bad guys have been taken off the streets based on ballistic/gun owner matches. I cant begin to imagine the how a law abiding citizen would be against this....
