Could also be the tiny sensor switch that detects when the shifter is pushed into reverse.
Inside the IPDM (Intellegent Power Distribution Module) in what Nissan calls the Engine Room (under the hood!) fuse #71 is for the backing lights, it's a 10A. From there the circuit runs to relay E19 which is controlled by that switch I mentioned - and provides power to the two backing lights.

I pulled the #71 fuse and the lights were still on, but then the car didnt start, so I dont think that fuse is the same for an 03. I continued to pull all the other 10A fuses and none of them turned the lights off. I then looked for the reverse light control module (from the second diagram (E19) and there isn't one in my car. Its a manual tranny. I've flip flopped the connections on the tranny to see if that would fix it, but nothing. They are still on. Does anyone have any other idea's.
I've pulled the bulbs for now, but would like to get this solved.
I don't have a an FSM for an 03. But you car must have both the TCM and the (19) relay. Since both of you lights are working, power is getting through the relay (19). I'm guessing it is a bad TCM sending power to the relay.

It must be in, or on, the tranny. Typically reverse lights are activated by the shift lever when the car is put in reverse. I'll look at my FSM and see what I can find.

My FSM shows the reverse light switch on the driver side, at the back of the tranny, and forward of the shift lever. With the car in neutral, pull the wires off the switch. If the reverse lights go out, it is the switch. You can also check the continuity of the switch with a multi-meter. If there is continuity, with the car in neutral, it is the switch.
