Default Missing cap

I was driving a lot today and considering I live in San Francisco(very hilly area) I popped my hood to smell for any clutch burning. I came across this capless tube and was wondering if anyone could help me identify it haha. And I want to replace the cap -_-

If you're talking about this, it's the windshield washer fluid reservoir.
