Fuel Gauge Problem

Fuel Gauge Problem
i have attempted to fix the fuel gauge issue by cleaning the sensors. I have opened up both tanks and pulled the sensors it and swabbed a Q tip on both black pieces that the floater is connected to. Yet my tank is still in accurate. One day I had 1/4 left and my car died. Added gas and fired right up. After that issue I did the cleaning again.
Maybe im doing this wrong? Is there a way the sensor floater is suppose to me facing? Left or right? I fill up the car about 15 gallons and it still reads under 3/4 full.
i read the DIY fixes for cleaning I'm just suppose to swab the board behind the floater bar. Yes it was dirty so I made sure I used multiple q tips
which sensor is usually responsibility for the top half of the tank?

The fuel level sensors are non-serviceable parts and will need to be replaced. Afraid a Q-tip isn't going to cut it on this one.
