Avatar changes have been a strictly Premier Member feature for like 5-6 years, so no it was pretty much never available for the regular users.

It'd be cool if we could maybe pay a smaller fee or give donations and then be able to use custom avatars. Like, different levels of Premier Membership, like Bronze, Silver, Gold, etc. Each level opens up more and more.

The only reason I'm a premiere member on G35Driver is because I won it.
Although, they ran a special in February and dropped the price to $20 and I extended my premiere membership then, in support of more fair pricing.

$30 is really just too much to have a custom avatar, something that's completely free on MOST other forums

Can someone tell me why some users that do not appear to have premium membership have custom avatars? Or can you be a premium member without a custom/fancy username?

I believe they were once premium members and they decided not to renew. We as mods/admins can also grant advatars if we so choose. Usually its to mess with ppl. Just ask ErkTheJerk
