The Presidential candidate chooses who they want to run as VP with them.
The runner up does not just win the vice presidency.
Since you sound serious, the nominee can select anyone they want for VP, does not have to be the runner-up.
In some cases they do select the runner-up, but in others, they select the a VP based on what electoral college votes they can deliver or appeal to certain demographics.
