It's not going to pass, why are you worried about it?
Because they will keep bringing it up and bringing it up until it does pass. After this election in November I would say it's chances of passing are greatly increased.
It appears both Lieberman and Warner want two advisory boards for the same thing. What else is doubled up on this? Good news is it is only 1 of 1.
Edit: Oops. Read the chart wrong, the second one appears to take place after the President reviews if indeed this is a flowchart. Still, what a confusing mess.
