Default Tinting Rear Turn Signal Lights

I bought some red headlight wrap and I wanted to tint my rear turn signal lights red. I was just seeing if anyone else has done it or has a how-to so that I do it right. Also would it be easier to take the whole rear bumper off and do it or just leave it on and cut around the outsides?

I've heard the German authorities (TuV) are very strict, so I might check the legality of such a modification. And, I would not want red reverse lights, because the white lights warn people you are reversing, and will also provide better visibility.
