Does a Tow Dolly in New York need a license plate?
I couldn't find this answer at DMV.org, does anyone know?
I know it does not have to be registered.

I would imagine that ANYthing parked on a city street needs to be registered...and tagged (so they can not only keep tabs on it, but also collect the revenue from renewals and ticketing)

If your talking about just while in use...I would still say yes. It would be considered a trailer. And trailers need tags

if it is on the street, attached or not attached to the hitch of a pickup? I had a dispute with my neighbors trailer dolly blocking my driveway. I called the cops and they made him put it in his driveway but the next day it is back on the street but now hitched to his pickup truck. I want to see if he is allowed to have it on the street with no plate. He doesn't even use it, he just leaves it out so no one parks infront of his house.

find out the laws about a trailer. I will go out on the limb and say it needs a license
