Likely $600/set. How about a nice, used set of Rays V1 Track wheels? You won't find anything lighter or stronger for 3X that amount new, and they're a good-looking wheel. They turn up now and then for $500-600/set.

Unless you find a set of used wheels with tires, you'll never get wheels and tires for less than $600.

Cheapest way to be stanced is XXR or Miro wheels , get the 10.5 all around. Then add spacers. Total cost will be closer to $800 new without tires

When it comes to wheels you can pick two out of three: Light, Cheap, Strong. I recommend you save a little longer and pick light and strong Your car will thank you for it. If you put some cheap boat anchors on you will decrease performance, why would you want to do that?

You can get light, cheap, and strong. I already mentioned a set of Rays Track V1's. Maybe not "baller" enough for everyone, though.

Fair enough if you go OE used you can get all three

Here OP this is probably your best bet at your budget for a quality wheel

Those GT (Track V2) wheels aren't quite boat anchors, but like the Nismo wheels, they're close. Probably the heaviest wheels Rays made.

The fronts aren't too heavy but if I remember correctly the rears are 28ish lbs.

-Edit-
There is a set of lmgt4's for sale in the marketplace right now. They would need spacers for the look you're going after, but the price is right on those.

whahahahah- with age (or morning after sobriety) - comes wisdom-

any how-i figured i'd chime in on this thread since my new(ish) wheels were mentioned.... i have an 05 touring- had the stock 17 inch 7 spoke wheels- planning on installing wilwood brakes- so needed to up a size-- bought a set of track rays V1 that were up for grabs here (700 for the set-and as close to unblemished as i've seen available) - but then again- i am no baller....
so far- i have to say i love the look of them on my E33 painted car and my butt dynograph says they perform better - lol.
can't wait for the brake kit to be installed ( got them in black so no unsightly color clash btwn the brakes, wheels and body paint )

I'll chime in because I actually did stance on a budget...not a $600 budget, but a budget none the less. First and foremost, LEARN ABOUT SUSPENSION GEOMETRY, WHEEL OFFSET, AND TIRE SIZING!!!!!! I know this new generation wants to google their cars into instant Instafame, but if you actually have some working knowledge of what you're doing, not only does it make things a LOT easier, but it will end up costing you less in mistakes and allow you to ask more intelligent questions (as opposed to general "will these fit" or "stance my car" posts). And I'm not saying any of that to be mean or nasty or facetious. I'm just trying to lend some advice.

Flush, at stock height, will be more dependent on tires than wheels. Those specs have already been given. If you start lowering your car, that knowledge will come in handy.

On a budget, I got used wheels right here in the forum marketplace. Not for nothing, but one of the advantages to that is that you can typically see what they will look like on a car. Plus, they're cheaper. I bought used wheels, built them, had them powdercoated, and then pissed off half of the forum for turning a "sports coupe" into a useless car. I mean, I still used the car for what I bought it for, which was to cruise and drift, but I couldn't use it for things I wasn't gonna do either way. So, it worked out fine for ME.

stock, insta-scene-kid-ruined-camberganghangs, reasonable but too low for terra

All 18's. All sets (you'll notice front and rears are different both times) are used. widths range from 8.5-12 and offsets range from +40 to -2
