is it normal for the wheel studs to not sit flush with the back surface of the spacer? i usually see them flushed

Depends on the size of the spacers.

Usually anything smaller than 25mm will not sit flush. That is why I recommend only using them with stock wheels as they have the recesses for the studs.

Idk man I have 15mm spacers and the studs are flush

Depends on the brand. Project kics are flush but they have special nuts.
