I read through this glorious thread but didn't see an answer to a question I have.
Did he ever explain why he didn't just ship out the wheels? If he was ripped off as he says he was, why didn't he just ship the wheels to the OP to make everything square? this is why this scammer is full of it.

All we saw was excuses after excuses that trying to stalls us on doing legal actions/police reports and stuffs.

to all scammed members, here are a few good places to start filing reports.
local police department
http://www.munciepolice.org/
US Army Criminal Investigation Command
http://www.cid.army.mil/reportacrime.html
Fort Bragg Provost Marshal Office
http://www.bragg.army.mil/PSBC-PM/
FBI Internet Crime Complaint center
http://www.ic3.gov/default.aspx
You should include the paypal name and address, copy of all correspondence and banking receipts.
If you paid via credit card you should also file a claim right away.
I am going to edit the OPs first post and include this information.

so i'm guessing the op still hasn't gotten his money? Been reading the last few pages and Blackpearl hasn't posted anything since he stated all the money would be reimbursed. just throwing that out there.

No, absolutely no action what so ever on my paypal. Not even any update from paypal. It still shows that paypal is trying to get contact with the seller which is the fraud guy.

It'd be way beyond the scope of this site to try to create some sort of secure payment transaction method I think. Best thing to do would for people to use some sort of escrow service but that doesn't come free and most people don't want the hassle. Easiest would simply to pay with a credit card and be ready to dispute charges if problems come up. This a hassle but at least with a credit card, you have the CC company fighting and investigating on your behalf if sh*t hits the fan.

BUYERS
--------------------------------------------
If you are buying a high dollar piece from a member, We recommend using Escrow service to prevent any fraud. Escrow acts like a middle man in between the transaction. There is a fee, but it is worth it to prevent fraud.
If a seller disagrees to use Escrow, then it is a sure sign that it could be a scam. If they refuse other forms of security such as COD or PayPal, then DO NOT PURCHASE from them.
Ask for their information, ask if you can call them, ask for pictures of something specific.
If you see anything suspicious please contact us.
Go to Escrow's site for more information.

Wow! Just read all 22 pages...
The one thing that I've read that just doesn't stack up, that others have pointed out as well, is that all of these forum accounts were "hacked" with fraudulent activity occurring weeks ago, yet he is posting as usual within the past day or two that some hacker would have no idea about, nor would they ever consider doing that as they would not benefit at all from doing so. (wowzers, huge run-on sentence!)
This is highly entertaining!

This happened to my EQ1 account back in 2002... I just couldn't log in one day, took hours talking to customer service then when I restored access, all my *ish was gone.

Something I found interesting posted by a guy over on Lotus Talk in regards to the scammer's thread about being upsidedown on his Lotus and not being able to afford the payments:
http://www.lotustalk.com/forums/f68/...76/index3.html

A bit of foreshadowing maybe
So maybe this fool is sitting there and thinking....hmmm...I COULD sell what I have and put a little money down on the loan, OR I could "sell" a TON of **** I don't even have and put A LOT of money down on the loan?
Either way, this guy's story doesn't make sense.

Sell those assets, make an additional lump sum payment to the Lotus, bring down that debt considerably
