You shouldn't mod your car on a strict budget, it leaves you no room for repairs and maintenance

Very true and words to live by but there isn't much room for error or a failed part if it's rims except if the op decides to get cheap fake rims or get huge rims and not make any suspension adjustments or chassis adjustments for bigger rims.

Wheels with some meaty tires. Budget coilover is just going to ruin your car.

New wheels look good with any suspension imo.

The only other option is save up for both and buy at the same time.

Instead of coilovers, I'd do lowering springs for around $200, like these...

and wheels/tires and maybe some spacers for the rear....thats what I did and im very happy with how she rides.

If you're on strict budget, maybe coilovers is not an option for you. You can look into spring set up for now such as Tanabe NF210 spring. And then you can save up a few hundred dollars more and get the wheels!

Always go suspension first. Then you can get wheels to compliment your suspension set up instead of the other way around.

Springs and a set of wheels, perfect and cheap. The spring on a set of not blown shocks will be better than any coilover you can buy for under $1200.

BTW what is a strict budget? $400 or $4000+ , budget wheels to me is dropping $1k , budget suspension is dropping $3k
