You can't get any F/I (well at least reliable ones that work) for that price anyways.
Z1 Plenum Spacer only 150 bucks with the same gains
CAI Intake, mine came with a Nismo CAI but they are more expensive just because it's Nismo
I've actually seen some people make their own lip kits with some supplies from Home Depot lmao. I did this with my Toyota Camry in high school and it came out nice so if money is an issue you should explore this option. The most you'll spend going this route is 20 bucks lol.
High Flow cats instead of a cat back exhaust since it will yield the most gains because the stock cats are the stifling points of the exhaust, plus you don't lose that nice sound the Z33 has it gets amplified a bit. About $500 or less.
And a tune to top it all off in the end. Also about $500 or $300 depending on what tune you want.
Springs and sway bars barely make much of an improvement in handling with these cars because they are pretty agile despite them carry a bit of junk in the trunk from the factory. Get her some new running shoes (tires) and your good.
All what I named above fits perfectly in your budget and you should have money left over to buy other cosmetic mods like the eye lids, vinyl wrap or black plasti dip the middle chin bumper black like what some people do etc. Also, get some blue magic to clean those headlights because I know they are turning yellow and get some silver/grey/black brake caliper paint, scrub the calipers real good until they are smooth like eggs and spray them so they look brand new. Since you'll have to take the wheels off you should scrub and wash them down thoroughly so they look brand new too. Also with the Plenum you can scrub that down and spray it with the brake caliper paint (preferably silver or grey) so it looks brand new also.

Fair enough. Spacer and HFC/test pipes would get my vote.

I would sell the srt-4 but I'm original owner of both and my Z is a 2004 with 34,000 miles and my srt-4 is a 2005 with68,000 miles both in great condition. I'm 28 and taken well care of the cars. But yea alot wheel spin in 1st and 2nd. Now I just think it's time to do something with the Z.

I second the hfc and spacer. I would do hfc, catback and spacer and a tune if it all fits within the budget. Might have to settle for less on the catback (eBay special) to make it fit within the budget, but many has the lesser catback, including myself, and there hasn't been a problem and the gains are still there.

If I had a stock z and 1800 to spend, oh lord...
coilovers
headers
tune (uprev)
All that cosmetic stuff serves no real purpose but it's up to you.
Also the stock intake is already really damn good. If anything, get the bumper inlet that pretty much makes a straight shot for air into the air box.

long tube headers would be more than that
uprev would be half
cosmetic, dont forget painting and installation
