Headliner adhesive/leftovers won't come off
 

Hello all. Need some advice as to what to use to get rid of the horrible glue/cloth left over gunk on my headliner. I am trying to reupholster my headliner with suede but I don't think I can leave this crud on here.

So far I've tried Goof off and head gun and no go. Goof off did nothing.

Should I try 3M adhesive remover next? or is there a better method?
