I was wondering if you guys know if this is fixable by buffing it out? I haven't tried it yet. I thought it was dirty but turns out its not LOL. Washed the car and it's still there. So,

its all around the wheel weld. Looks like sun damage near the top but also theres like a water mark???

if you guys could let me know what this is (paint faded? sun damage?) that'll be great.

Looks like clear coat failure (sun, UV, etc.)

But only way to know if it's fixable is to try fixing it with a bit of polish or compound on a small spot.

Clear coat is already gone from that area, looks like the paint is also thinning .

I have the same problem that nonexcluded describes. The paint-flawing appeared suddenly this year (2018) on my 2003 car. The fact it happened seemingly overnight makes me believe it is a loss of the clearcoat layer, but that's a guess.
