Help, Dealerships have no idea what's wrong

I've been to two dealerships service departments in Washington (Edmonds and Bellevue) and it looks like they've given up on fixing my gas tank problem. I thought it was an easy fix because the car had the normal symptoms can't fill past 10 or 11 gallons. So it should be the shutter valve that needs to be replaced right? They're telling me that the previous ower took it in two times to replace the shutter valve and that it never solved the problem. They said they would call me when they figure it out...it's been over a week. The only thing that I can think of is that 1.) Both times they replaced the shutter valve they installed it incorrectly. 2.) They never even did it. 3.)The shutter valves that they're using are faulty and they're only providing a temporary fix. I'm almost at the point of bringing it in to a Nissan dealership that never saw the car and having them replace the shutter valve and seeing if that works. They said that parts and labor would be $150.
Any ideas? Could it be anything else?

I had my shutter valve replaced once. I will be dropping my car off within the week because it never reads full. I am being told it could be the sending unit? I believe my tank fills up, it just doesn't read full. However, there is one gas station in my town that I cannot go to because it will not fill up my tank. It clicks off just like it did before I had my shutter valve replaced. Good luck with your repair.
