That's a pretty open ended statement. If you're not in compliance, you're going to and should fail.
But that said, San Jose Star Smog has done every one of my last 6-7 cars in the past few years. All three late Zs (Z33 and Z34) were OBD plug in only + visual (for cats, mods, etc.)
Might be out of your way but they're at: 1585 W San Carlos St #3, San Jose, CA 95126

I just moved to CA from WI and man, the smog rules here really do suck. Quite honestly, I am not sure which part of CA I am in because I am smack dab in the middle of NorCal and SoCal. I haven't registered one of my cars that won't pass smog, I keep it registered in WI and keep it tucked in the garage since its basically useless to me now but I have plans on keeping it and moving back to WI in a few years. BUT when I purchased my 350z, the previous owner did not supply a smog cert (which, I now found out was illegal) and I took the car to be smogged myself at a Lube-n-Go.
The car passed, it appears all they did was an OBD2 check and popped the hood, never looked under the car to see that it had test pipes in replacement of the cats (which, I didn't find out till recently when doing exhaust gaskets) The car is lowered to the ground and hard to see, but I assumed they would have used a mirror or something, but they didn't. They are also a "pass or don't pay" shop, maybe find an older man who is ready to retire at any moment at a quick lube place that will just pass you. haha!
