the thing is when I do the relearn the idle will drop down to ~850 RPM and will idle correctly until I restart the car. Then it idles back at 1200 RPM. I would assume that my TB can idle correctly...

For the FI guys this won't be problem b/c the fuel is adjusted based on the MAP sensor. But I guess NA guys with the UTEC need to worry about this.
