What finish were these before the bad paint?

I'm wondering if these can be stripped down to their original finish. What did they look like before? Any big scratches, damage to the polished section? Thanks, and btw, I'm in the Tampa area and interested.

I would love to answer that for you but I was looking for some varrstoens before i bought these and didnt feel comfortable buying them I wanted "real rims" So I found these and they were already painted black which I did not mind because thats the look I wanted.
