Default Is the 350z roadster top adjustable once installed?

Hey guys, about to buy an 05 touring roadster with a newly installed top from a guy but the top just doesnt sit right and two of the three latches on the top dont latch over when I attempt to close the top?? (mechanical spring, gear maybe??) one latch on the far right seems to move freely and latches but the middle an driver side latch barely turn when i attempt to pull/push the latch lever are the latches adjustable (see pics)... Also, the top is falling about two inches short when fully closed. takes two people to pull the top down tight enough to close it and latch it.....Initially i thought it was because the fabric was to new and tight but thats not the case. IS THERE AN adjustment used when installing the top that moves the entire top forward ? want to know if this will be an easy or costly expense to get this top lined up?

Take a look at this PDF - you should be able to adjust the front to back position.
