Horrible Experience, after 3 weeks still no prod, paypal complaint under way

Purchased 350z HR Y pipe on 1.26.2010, to this date I still have not received the product. Filed paypal complaint after seller stated a refund would be given if product didn't show up after allotted time and magically a UPS tracking number was produced although seller stated the item was shipped via USPS on 1.30.2010 w/out tracking. The tracking info shows a delivery for Conroe, Texas. I don't live in Texas, never have, I live in Louisville, Ky.
UPS tracking info that was given to paypal today, but seller couldn't respond to me directly though.
