First create a new layer over the original pic. a lot of people use the pen tool, then make it a selection (dashed line), then (edit) -> Stroke .
I personally only use the pen tool when doing a long curved line like the curve of the front bumper. I use the polygonal lasso (the thing that looks like a cowboy loop) then stroke it and excess. zoom in as close as possible to get a cleaner line.
illustrater does line work a lot cleaner becuase it uses vector points and not pixels meaning lines dont get blurry, buts thats preference.
