Default Good winter/snow tires

Just read a terrible story of accident during snowfall. I've never had real wheel drive before. And my front drive Celica 2001 was quite okay even on performance tires. Living in Michigan you can't trust forecast. So I know I'll have to drive in snow if it's sudden snowfall.

Do you guys think good winter tires going to help Zituation?
Is weight in the trunk is a reasonable aid? If so then how much weight?

And my main question: Does anybody know good winter tires at reasonable price for the stock rims(tracking 17") ? I'm not concerned about perforamnce for winter tires at all. To stay on the budget is more important. Where I can find a tires?
