I just figured out how to do this last night. After a race you have to save the replay. Then go to "Replay Theater" on the main menu to watch the replay. This can also be done by Choosing a race track directly from the main menu under "City Courses", "World Courses", etc. One of the modes available when you select the track here will be "Photo Drive". Now in either of these modes simply press the select button at any time to pause the game. A menu will come up allowing you to take pictures. By adjusting the shutter speed you can introduce the motion speed blur. Have fun and post some pics.

I'm borrowing my cousin's ps2 and I was so excited while opening the GT4 package, I didn't even look close to notice there was USB ports up front.
