$5 million in federal money will fund a Sacramento, California effort to stop drivers in modified cars.
Police in Sacramento, California announced Wednesday that they would use $5 million in federal money to begin cracking down on auto enthusiasts who modify their vehicles. The money will be used to form an undercover "Drag-Net" unit to stop motorists who appear to be driving modified cars.
The concept, which originated in San Diego in 2001, has been spreading throughout the state and generated significant revenue for the California Highway Patrol and local departments. In Santa Fe Springs, for example, twelve officers on Drag-Net duty issued 300 citations and impounded 50 vehicles in just one weekend. Several cities have drag-racing ordinances that allow police to auction off seized cars and keep the profits.
Under Drag-Net, San Diego officers come to train other departments how to look out for what they believe to be tell-tale signs of illegal modification such as window tinting, large spoilers, extra gauges or racing stickers. Police say this gives them probable cause to stop and inspect a vehicle and its engine compartment.
In practice, "excessive exaust noise" tickets are the most common violation. California law does not require police to measure sound levels objectively. Instead, according to the California Highway Patrol, the "citation is based on officer's judgment."
Drivers of stock vehicles that come from the factory with some of the characteristics of modified cars have experienced harassment under this provision. One such motorist complained on an enthusiast website that the Calfiornia Highway Patrol was using these programs to make "driving while Asian" a crime, pointing out that the department's own website has several pages dedicated to Asian involvement in street racing and "vehicle modification."
Those receiving a vehicle modification "fix-it" ticket must visit a California Bureau of Automobile Repair office and pay a $35 fee to have their car inspected. If the car fails, a judge can impose another fine of up to $2000 for failing to meet California emissions requirements.

I F&*#@N hate cops, all of them, and I mean that, Protect and serve my @55. All ive ever been was harassed for driving cool cars for the past few years, my Supra, my Integra and now my Z is no different. Cops need to get lives and stop being miserable, I hope that @55h01e in the picture gets that car totalled, either that or its original owner steals it back and takes everything off it. . . dont believe it can happen, my friend had his 600+ hp 3000GT taken by the cops, he bought a blown one, and stole the car back from the police and took all his parts back. F!!K the police, and this is coming from a guy who drives responsibly at all times with respect for others on the road.

Yeah - I don't get it. Assuming both are abiding by the law, what is the difference between some rich *** 20 year old singer driving a 500hp Ferrari vs some regular 20 year old driving a 400hp modified Z. Both cars exhibit the same risks.

This law borders on communism. The wild variances in "officer judgement" for sound levels are bad enough as it is, but to write a ticket for having a modified vehicle is just plain ridiculous. Are they assuming that because you have modified your vehicle, you must automatically be street racing or driving wrecklessly? That's like assuming that because I own a handgun (or 5) that I must automatically be guilty of murder. What a bunch of horse cr@p. It shows you what kind of left-wing liberal sissies are running that state that such a law could be passed. And where were the lobbyists for SEMA and the likes during all of this? This bill should have been plastered all over every enthusiast forum on the internet trying to muster support for the opposition of such a bogus law. God I can't get over the a-holes that are taking over the world.
But I said assume both are abiding by the law (ie. car passes emissions, brakes are legal upgrades etc.)

The problem then becomes that in California they have the most stringent laws on emissions and the CARB legal modifications. As long as you have the paperwork to show that every mod that was done is in fact CARB legal, you should have nothing to worry about. I can understand how gauges could be probably cause to pull somebody over, but if you have the paperwork with you, you should have no hassel at all.

i dont want to just come off as some ******* whose ranting about cops who don't deserve so much criticism. But the fact of the matter is that the majority of cops are ignorant to the whole "fixed up" car thing. Where as I don't doubt cops do in fact "serve and protect" it is undeniable that a large part of their job is to generate revenue for the city/county/state. In order to do this they give out tickets. Where as most if not all moving violation citations are given to those who deserve it, a portion of "fix it" tickets are just BS. Back when I was driving my civic (I mean come on Asian guy in a Civic hatch back? thats enough to just auto cite me everytime they see me for no reason right?
) I would get pulled over for literally no reason all the time. My civic doesn't even have a body kit or stickers or anything. It's just your basic JDM style civic, I don't even have big rims! One time a cop pulled me over and told me my exhaust was illegal. I told him let me rev the motor for you so you can see how my exhaust is NOT loud. He said it was unnecessary and that the sound didn't matter, any aftermarket exhaust is illegal. Are you f#$king kidding me? Does this guy even know what exhausts do? They only route your exhaust fumes to the rear end and control the sound level of your car. They do nothing in regards to emissions! So I ask him so if my stock exhaust broke and I need to get a new one I have to go to the dealer? He said yes. I asked so all those random muffler shops selling mufflers are illegal? He said yes. I could not believe what I was hearing. Anyways I took this to the judge and owned that cops face in during the hearing. But you know what it was BS cause that cop wasted my time and money for literally no reason. Whats BS is when you get a stupid fix it ticket incorrectly and you still have to pay the 10-20 bucks to get it written off?! That is friggin BS they should pay ME for wasting my time!
