Default Curb Weight Defined

I took this definition from the US Department of Energy:

http://www.afdc.doe.gov/pdfs/termsdefs.pdf

Curb Weight: The manufacturer's estimated weigh of the vehicle in operational status with all standard equipment and weight of fuel at normal tank capacity and the weight of optional equipment.

Did the packet have the fuel capacity listed?

What would be considered an abnormal tank capacity?

Why can't they just say maximum capacity?
