It does not show the shifter in the picture, but I assume it's a 5AT. I don't think it's T/C because in one of the other pictures it shows the T/C button in the same place as ours. I would think it has something to do with the shift patterns in snowy weather as opposed to dry.

Nope. It was an eary substitute for the max speed over-ride control that is now available on our '03+ Z's. There was a thread on this some time ago. Now all you have to do is hold down the emergency flasher swith to override the 156 mph governor. Just further evidence of those forward-looking nissan engineers. The blank was intended to provide space for the max-speed override.

The 3rd blank button is for the supplemental passenger airbag on/off switch.
It's described in the Safety Section of your owner's manual. It's page 30 if you have the 2006 Owner's Manual. It is illegal in the US & Canada to put a rear facing child seat in front of an active airbag. Since the Z has no back seats to put a child seat in, you have to turn off the airbag to legally put a rear facing child seat in the passenger seat. The reason it's not listed or installed as a regular option is because of liability. The airbag switch is a dealer installed mod. Nissan will make you sign a bunch of disclosures and waivers telling you about the dangers of having the airbag turned off and make you sign a waiver releasing them from liability if you suffer injury or death that could have been prevented by an active airbag before they will sell you the switch and install it. Having an airbag cut-off switch might even effect your insurance rates.
For those that don't get the Nissan Airbag Switch installed you can leave it the way it is or use the space for other controls and accessories (ie fog lamps, automatic suspension, nitrous, etc.)
