and i would be perfectly happy with them and only have a few thosand miles on them and will look perfect on my brand new car...Or am I over re-acting?

i dont feel i should have to pay for it or at least all of it to be repainted, it looks horrible really

Decent shape. You have to expect scratches and especially scrapes that cuts right through the paint on body kits on the bottom portion. The only bad part would be the huge cracks in the body kit, otherwise, it's decent. If you are getting it repainted, it shouldn't really matter since the cracks are easily fixable from that angle, but if you bought it to be installed immediately, then yeah, it's not in that great of shape..
Also, you should have asked what it looked like before it shipped. I would think the seller told you about the cracks.

i bought it with him knowing i was putting it on immediately...im not to mad about the stuff on the very bottom, but i am mad about the cracks and there is at least 10 good size chips on the sides of each..
Those are jacked. No way those should have ever been advertised as good shape. They are thrashed and need a lot of work. I would demand a refund for the jack hole who sold them to you.
on the car you wont really notice... the person who sold them to you probably didnt even notice while they were on the car...
and most likely, you will damage them more once they are on the car or while installing them...
wait until they are beat up more before you fix them...
