I saw ICY a few weeks back when I had went to Big Bear. I knew what it meant right off the back. And as far as tire pressure goes, all 4 tires should read 37 PSI for that is the PSI they should be at.

ICY refers to outside temperature (comes on automatically when it gets to about 37 degrees or so; there is nothing wrong with your car). PSI is when your tire pressure gets low and it's warning you. My tires seem to lose air when it's really cold outside.

Tire pressure increases because you are driving, and driving causes heat. But don't be concerned. If the tire pressure is correct, then the tires will be fine.
One thing about when it displays ICY is it goes to the temp reading automatically. It a bit annoying since I leave it on the speedometer, and a few times I though I was going 31 when I was actually going >40 before I realized it.
