Some of you are not giving him enough credit. That actually made my laugh, especially the civic part. Sometime people do things to entertain people through comedy. It may seem "stupid" to you, but I seriously think he was trying to make some people laugh.
For instance I have a funny tattoo, the tattooist asked why I would want to do it, as did a couple others that were there. To make people laugh is why I permanently marked myself with this odd tattoo.
Sorry I just have too much respect for comedy, so sometime I've gotta preach.
