So I responded:

This could not be true. Nismo does not make a turbo nor a turbo kit for the VQ engine. The dealership confirmed this to me.

I just spoke to my dealer. They confirmed that there is no such thing as a NISMO turbo. There is no such thing as a NISMO turbo kit. The only NISMO parts available are intake, header, exhaust, suspension, and LSD.
Please provide pictures of the turbos.

cool, I asked for a pic of the VIN from the engine and one from the chassis. I will attempt a carfax if they match up correctly so we can see whats wrong with this beast. I also asked if the bald tires would be replaced with something a little more ummmm able to pass inspection lol.
