I Swear My Neighbor Did Something to the Car.
Now, on Sunday morning he walked by and cussed me out over the ashtray, he even called me a "schmuck face."

I stood up to him both when I found out it was him who was putting the cigarettes on my door and on Sunday. But, the man is around 75. So, can't really "intimidate" him.
Seeing how bad this guy is, it is time to start causing mischief. Start by getting his utilities shut off, use a phone not traced to you, tell the utilitiy companies you moved out and to send the final bill to your new address after they cut the service effectvie immediatly or on a friday morning. Try to do it at a time you know will have the most impact, before a long holiday weekend ect.
You could even say you are his son, and he is passed away, that would avoid questions you may not normally be able to answer

I walked out this morning and found a collection of cigarettes from the parking lot that aren't mine on the doorstep. I'm thinking of getting some indigents to collect all of the cigarettes they can find in trashbags and then pouring them out in front of his door.

Apartments can control WHERE you are allowed to smoke and IF you are allowed to smoke anywhere on their grounds.
Nearly every respectable apartment does not allow people to smoke inside and many say that you are not allowed to smoke in the common areas (walkways between apartments and such).
The asthma guy will probably win this though since he could sue the apartment complex. Either way, if he did something to the car asthma needs to become the least of his problems.

a) I read the lease before I signed, all it says is "common areas are not to be used for storage; lessees agree to keep such common areas clean." One ashtray is probably not "unclean" or "use for storage" considering that others have chairs, tables, etc. on their stoops. However taking cigarettes from the parking lot and strewing them around probably is, "unclean."
b) He can't sue the apartment building. There is no smoke (from me at least) entering his apartment so he cannot claim that his use of his apartment is diminished. Plus, no one is going to believe that having to "smell cigarettes" while leaving a walkway outside is harming him unreasonably. He would also have to prove that it is causing him a medical problem, which he can't. There is no way.
