My folks cars used to shock me (no longer their car due to stolen). I'm thinking that it's bad grounding. Might help if they got rid of the aftermarket sheepskin seat cover.
BTW, for those that are being shocked, do you have sheepskin seat cover?
Pretty sure its just static electricity man, nothing to really worry about. Your body makes alot of friction with the seat when you slide up and out of your car.

If you touch the metal part of the car as you get out you shouldn't get shocked. Or if you put a foot on the ground before sliding out you should be alright. I rarely get shocked.
I would agree with the individual about the grounding issue. You really shouldnt be getting shocked by your car everytime you touch it. Static electricity can obviously build up along certain surfaces, but I dont think it would be giving the frequency of shock described here?
