Actually I'm going with FI and I made this thread just to be sure I'm doing the right thing and there is nothing wrong about asking some people with experience about what to do in something that I'm new to.
When you say "show", do you mean just sprucing up your car asthetically or do you actually mean "showing" your vehicle in events? If you plan on actually showing, it's going to run alot more than 13k to build a show car. A good 30k atleast...

13k won't be enough to get you any recognition as a show car. Besides, you'll just end up with something pretty that you'll be afraid to drive anywhere. If this is your DD, I think you should go with the middle ground. You can add plenty of performance work and still do some appearance mods. I don't think it has to be apples or oranges. Do both.
Distribute equally between the two. with 13K you should be able to make for a clean, tastefully modded Z. IMO the Z already has beautiful lines as it is. So to me there is no need for a gaudy bodykit that transforms the look of the car. Light asthetics, a nice set of wheels, and high quality suspension components will give you a clean and tasteful look. It normally doesn't take much to make these cars looks good. And with the money left over, you can throw on some high quality bolt-ons. This to me is a more balanced financial decision compared adding a 1000 pound bodykit to a stock motor, or maxxing out your budget for FI (which still may not be enough)
I think if you really have that amount of money you should get a LS2 crate engine thrown in your car. I just found out about them like 30min ago (flame on) and I'm still creaming my pants!

Don't forget about the install, accessories, and tune. Not to mention, stock internals aren't really designed to handle the type of power a TT kit will lay down. He'll end up blowing his engine. There's a lot more to going TT, than just buying the kit.
I agree with splitting, but only go after good looking stuff that gives you better performance. Get some Volks wrapped in badass tires ($4K), 3.9fd & LSD ($2K)? You'd probably have enough to do minor stuff like pulleys, TD exhaust (especially because you have the HR), brake & clutch lines, or some body bracing.
