Stance or BC Coilovers drop
19" RPF1s
some good shopping around might get you within budget and would be way better than all you originally listed.
rear bumper tuck if have nice aftermarket exhaust if not then I'd wait on that.

Chrome out the rims, emblems, lights, handles, tires, wipers, steering wheel, you get the point.

I like this style front end and side skirts what are

use that 3k to put down on some wheels. By the time they come in you'll have the other 600 or so. Or you can just get some coilovers and spacers for now.

to be honest and no offense,

chrome makes it ghetto, not mean.
and if you plan to lower the car, don't go too low, it looks dumb when there is a bump.
if you really want it to be a mean machine, make the car sounds mean from the engine, not the outside. it's nothing mean about the car if it can be smoked by a stock z

The marketplace here would be your best friend. You could find a decent set of wheels, a nice suspension and aftermarket front lip/bumper. That's a great start!
