The dash light only comes on when the top is actively being opened or closed.

And it's solid when lit. After the top is completely opened up, the light goes off.

On my 2006 it blinks as you as you open the latch and then once the action is complete it goes off.

Straight from the owners Manual:

Soft top indicator light
(Roadster models)
This light illuminates when the soft top is being
operated or it is stopped before reaching a full
open/close state. When the top is fully opened,
the light will turn off. When the top is fully closed,
the light will flash.
