Why does he need to wait? Finish your flux capacitor, then go back in time and build him the jammer.
because cbr is never going to finish his flux capacitor, we can prove this by observing that he did not go back in time and build the jammer otherwise this thread would have never existed.
For example if I were to undertake as my life work time travel and I made the promise to myself to come back as soon as I finished my time machine and tell myself I did it. I would know as soon as I committed to that as my life work whether or not I ever finished.... or would I?
