do these come with the bases and all necessary hardware to install? or just the seat and sliders?

These come with everything you need to install them. As far as how low you sit, that depends on which seat you choose. Some sit about stock height, some sit lower. You looking to run fixed back or reclineable? All reclineables can get the shaved base options which cuts an inch off the height. Your best bet to go lower is to use Buddy Club bases instead, it adds about $110 to the overall price but will allow you to get a good bit lower.
i was looking at possibly getting the A4 reclinable seat. And if im correct i cant use the buddy club rails because the seat is a bottom mount and the rails are side mount.
And the seats say they go up to a 34-36 inch waist. If i had a smaller waist than that, around 31", would these seats still be good for me?
