I just broke the same bolt last night on my Stance install.
I'm having trouble drilling out the screw.
Small bits go through fine, but once I reach a certain point it becomes impossible.

Those OEM bolts shear off easily. I would have more faith in the aftermarket bolt that was placed in there.
But like everyone else said, it will turn when you unscrew it. I would do what Chris @ Migliore did and place some JB weld on the other side of the bolt the next chance you get with the strut off.

I broke one off on a previous car. It happens and it's no big deal. The fix they did is just fine.
If they don't install coilovers often, or are not a performance oriented shop, they probably could care less as long as the bolts go on all the way. Most tech's are just there for a paycheck anyway, just like most people go to work. It pays the bills. If you want it done right, do it yourself. Even then, you probably would have broken the bolt anyway and been on here asking for advice on how to fix it.

There isn't necessarily anything wrong with replacing the OEM bolt with the bolt they put in there. The bolt may be welded simply because it makes life easier on the assembly line.

But on topic, I had the same problem.
I overtorqued one of the bolts and it snapped.
I got some high strength bolts.
First I thought I had to drill out the bolt, but you don't have to!!!
Just get a hammer and start pounding, eventually the bolt's welds will come loose and the bolt will get free.
I placed the new bolt through the hole, and since it was a little bigger, I had a tough time screwing it in.
Added some locking washers, etc. And it holds just fine.
