Can Tein CS coilovers drop to no gap?

I'm planning a future 350Z build and am just doing research on coilovers.
I will be running Enkei Racing RPF01's in 18" staggered sizes. I think 19's look better, but I am more concerened with ride quality, and saving wheel weight.
The 18" Enkei's weigh something like 17-18lbs each. FME, the only way to pull of slightly smaller rims is to have the perfect drop and offset (stance).
I can take care of the offsets, but i'd like to use the most COMFORTABLE coilover I can buy that will let me drop the car to 0-1 finger gap between the tire and fender. I'm not looking for a tuck, just zero to very tiny gap.
Is it possible with Tein CS? I've searched a lot and it seems like these are the most comfortable coilvers do to their valving, spring rates, and lack of steel pillowball mounts. I suppose its between these and the HKS LS?

I don't currently own a Z so I don't have anything to reference from. How much is 2.3/1.1" on a stock Z? I would guess that 2.3" up front would be on the tire, I don't believe stock Z's have 2.3" of gap stock, but in the rear, is 1.1" enough to eliminate gap?
I heard you can cut the spring pads for another .5"... would this apply if I were using the CS? Do they retain that pad?
