Ya I gotta say you must have something on your record to not get a department card.

I have known people with bankruptcy on their recent records with less problems getting credit than you are.

I would follow Bill's advice and get your credit reports(or pay a bit for the FICO scores)

let us know what you find.

I have 3 bank accounts all of which meet the requirement stated for an account, (assuming thats what they are referring to).

I also did just get a call from the dealership and they got the loan approved at 15% APR.

Well the good news is that no one has stolen your info and went on a shopping spree.

Now as to how to get you some credit.. only thing I know of below a dept store card is a gas card.

15% is pretty high. You are going to pay much interest on a 30k car.

'tis true. Is there anyway of estimating how much lower I can get that APR if I refinance after a year of making all of my payments?

And also at this point would getting a cosigner be a good idea? That should lower the crap out of the percentage rate shouldnt it?

well I personally wouldn't use a cosigner even if he saved me money because if heaven forbid something happened and you did have to default on the loan they would be held for the full amount still owed.

And I would never cosign for someone else.. not even family

Sorry to be beating a dead horse here but going back to what JDMfairladyZ33 said,

1) $21,000 - $5500 down = $15500. So you are financing $15500 with security payment of $3000 more? If that's the case at $15,500 on a standard 60 month note you are paying 17% APR. At the end of the term you would have paid close to $7k in interest. The $7k interest paid will come down if the $3000 is paid towards the principle upfront on the $15.5k loan.
If they are sticking at 17% where is that $3000 going? Are they just pocketing it? By them telling me that I can slide and just make payments when I can on the $3000 makes me suspicious. Thats like the worst hidden fee I've ever heard of if thats the case. I asked them to fax me a breakdown so we'll see if they do it.

Way to much; you should put off the purchase until you find better financing.

To help answer some of the (implied) questions earlier, most gas cards, as well as most utilities and banks will not report your credit history unless you are in default. In other words, having a bank account, electric/water/gas, etc. and gas cards does nothing for your credit report -- unless you don't pay, or bounce checks, etc. Only then do they show up as negatives. Larger department stores (ie: JC Penny, Macy's, etc) will show up, as well as all Visa/MC/AMEX, etc.

Maybe you can get a joint credit card account (with a parent) so that it will show on your credit report?

17% interest is insane! You'd be just giving money away. I'd establish some credit first and buy a beater.
